About the Multnomah County Health Department
Every day, dedicated employees and partners of the Multnomah County Health Department work to make the community healthier. More than a third of families in Multnomah County struggle to meet their basic needs. Residents face systemic challenges due to homelessness and housing affordability; From nutritional instability and domestic violence to lack of access to health care and the way the elderly or disabled are treated. With that in mind, Multnomah County is a force that has the people, power and values to help those in need.
The Multnomah County Health Department is committed to keeping the community healthy and providing quality care to people who might not otherwise be able to afford it. The department works directly with patients to design and evaluate programs, partners with other agencies to provide comprehensive care, and addresses public health issues that affect everyone who lives and works in Multnomah County.
The health department is the largest of any Multnomah County department in terms of budget and staffing, with a budget of $400 million and 1,500 employees. Its responsibilities include promoting public health through the prevention of communicable diseases, supporting environmental health, promoting community health through prevention and health improvement initiatives, and providing emergency response services and support . To provide high quality clinical care through a wide network of basic and dental clinics, student health centers in schools, as well as a central laboratory and several pharmacies; Behavioral health support, which promotes access to behavioral health services for the local community; and guiding adults and youth incarcerated in the county's three detention centers to access primary, behavioral and dental care.
The mission of the Department of Health is to promote and protect the health of the residents of Multnomah County. To best serve diverse populations, the Department of Health operates primary care clinics, dental clinics, pharmacies, and other medical facilities throughout the Multnomah County area.

Reporting directly to the District Superintendent and Chief Operating Officer, the Director leads a team responsible for providing resources and leadership to Department of Health employees to maintain a supportive, compassionate, safe, trustworthy, respectful and motivated work environment. promote.
The Health Department Director establishes strategy and policies and acts as a manager of services that represent and support the diverse communities and needs of Multnomah County. The Director works with internal and external stakeholders to collaborate and manage the legal and financial responsibilities of the Department of Health. Represents the province to the public, elected officials, other agencies, governments and organizations on important matters. The Director creates a culture of respect, trust and understanding for the diverse populations the Department of Health serves in the office and community.
The primary responsibilities of this role are that the director:
- Inspires and leads the department to achieve high levels of performance, quality, accountability and excellence. Maintains an authentic and trustworthy leadership reputation.
- Evaluates the health department's current activities and develops and implements a plan of recommendations that increase the effectiveness and efficiency of efforts, such as improved data, management structures, communication strategies, and operations.
- Provides direction, guidance and support to Department of Health management teams to ensure high quality and efficient administration of Department programs and functions.
- Leads the development and implementation department of long-term strategic planning and budgeting; Leads and oversees the development of department policies, procedures and business practices.
- Oversees, directs and finalizes high profile/critical reports, policy reviews and studies; presents data on the department's business status, goals, operations, achievements, and challenges; supervises special projects and investigations.
- Maintains and maintains effective working relationships with elected officials, community organizations and leaders, as well as colleagues from all departments to align shared service strategies.
- Directs and approves, through direct reports, the planning, prioritization, assignment, supervision, training and performance review of a diverse workforce, including the implementation of equal opportunity initiatives.
- Represents the province in media inquiries about the province's politics and critical incidents.
- Facilitates the development of partnerships with culturally informed organizations, businesses and government agencies for service delivery and capacity building.
- Coordinates and communicates with a broad range of community partners and public stakeholders to provide services to communities of color.
- Assists the district president, chief operating officer, and board of trustees in the preparation, implementation, management, and management of the district's strategic plans, annual goals, and objectives, and actively engages them in regional and national action and advocacy groups.
- Ensures Department of Health programs and services meet district expectations and advisory board guidelines for state, federal, and local funding flows.

- Knowledge of risk communication and health promotion.
- Significant financial responsibility in a complex organization that manages budgets that span multiple sources of funding.
- Ability to interpret laws, ordinances and regulations to control preventable diseases.
- Ability to manage and lead groups of diverse and highly technical personnel such as physicians, toxicologists, epidemiologists, nurses, lawyers and scientists.
- High level of integrity, ethics and transparency.
- Knowledge of general public health principles and best practices.
- Ability to communicate strategically with specific audiences to advance the position and role of the department and its initiatives, such as elected officials, partner agencies and the media.
- Successful experience working with the private sector, policy makers, tribes, governments, unions, community leaders and other stakeholders and partners.
- Experience working with public health systems and understanding the roles and relationships between state, local, and federal health agencies.
- The ability to recognize one's own privilege and commitment to challenge growth to enable effective outcomes and working relationships in cross-cultural settings.
- Experience in applying continuous improvement methods with the aim of better results, process simplification and cost reduction.
- Ability to lead with cultural humility and a strong advocate for equality, diversity and inclusion
Bachelor's degree and at least seven years of public health program management or other health program management experience with significant hands-on experience in a senior management role within a large and complex organization that involves managing a diverse workforce and managing significant assets. Experience in the public sector and industrial relations is highly desirable.

Multnomah County Oregon has a diverse population of over 800,000 residents occupying over 465 square miles. The annual salary range for this position is $166,000 to $266,000.
